TODOs:

• merge the docs-publish.yml workflow with ci-test.yml by adding a conditional step to publish on release
• add a PyPI publishing job similar to https://github.com/NSLS-II/sirepo-bluesky/blob/main/.github/workflows/publish-pypi.yml

The first task would benefit from having one build step to generate wheels. The pip install -v . step can be replaced by the wheel installation step, which will avoid an extra compilation.
