Describe the bug

The default parameters for the IPH trough TES packed bed model cause poor annual performance.

To Reproduce

Steps to reproduce the behavior:

  1. Create an Industrial Process Heat -> Parabolic Trough -> Single Owner case in SAM
  2. Go to the Thermal Storage Tab
  3. Change the TES model to TES Packed Bed
  4. Run annual simulation
  5. Look at the TES charge state in the Time series results

Expected behavior

The TES should charge and discharge consistently throughout the year. See the performance for the CSP trough model with TES packed bed.
