Context

We broke out the stories catalog before, and now want to put it into the template instance. Does not include reworking to include USWDS designs.

Acceptance Criteria

  • Stories catalog is shown and usable in the template instance, matching current functionality
  • Stories catalog is accessible to be pulled into other instances as part of the VEDA library
