[Refactor] E&A hover state

List of E&A breakout follows that we would need to do:

• Mouse cursor does not show the hover state on the data selector modal on exploration page - UPDATED: Not a bug, we want this type of behavior

@sandrahoang686 @hanbyul-here I'm still not clear on what the issue here is (or I see the note in the original comment that maybe it's working as intended?)

If there is a bug that you all are seeing can one of you take a video and add some more details here?

@aboydnw I recored the video, the cursor doesn't change to pointer(https://www.w3schools.com/cssref/playit.php?filename=playcss_cursor&preval=pointer) when hovering a card.
