[Feature] coin control for on-chain spends

I know the current focus is higher layers, but seems like an important feature for a privacy wallet: give users visibility into UTXOs in the wallet. At least for the next few years anyway....

IIRC there is an issue about utxo locking here in bdk bitcoindevkit/bdk#849 allowing coin selection so a wallet or a user to select UTXOs manually but I definitely think this is an issue to be made for the node repo https://github.com/MutinyWallet/mutiny-node before we jump the gun and add it to a design plan

We can do it without changes from BDK, just haven't gotten around to adding it to mutiny-node yet since most users just use lightning primarily
