Bug Description

When doing /mvgamerule doDaylightCycle false world, time does not stop going forward (easy to verify by looking at the sun and if its moving).

Steps to reproduce

Run /mvgamerule doDaylightCycle false world
Expect sun to stop moving.
It does not.

Server logs are relevant, as they give some indication of other plugins running.
