pyminc is installable from PyPI but won't work out of the box without being able to find an existing libminc/minc-toolkit installation. For some users (e.g. pydpiper users who intend to use containerized MINC tools) this is an extra installation step, so making the build optionally install libminc (and dependencies, principally hdf5) and creating a PyPI wheel containing the built libminc would be useful.
