User Story
As a Community member,
I want to submit a proposal for a funding round,
So that it can be considered for funding.

Acceptance criteria:

Given that the user submitted a proposal,
When the proposal is registered in the system,
Then the user will receive a (DM) via discord.
Notifications (DM) are triggered when a new proposal is submitted, informing Reviewers and Admins.
