manifest: hal_microchip to PR zephyrproject-rtos#31 for MEC1653B addition

We updates Zephyr's manifest to point to Microchip HAL
at the PR adding MEC1653B. When the Zephyr PR for adding
MEC1653B is approved and ready to merge the manifest
will be updated to the actual hal_microchip commit ID.
