Perform TomEE JDBC driver install/configure in the presence of existing TomEE config

E.g. say the existing TomEE config specified the HTTP/HTTPS ports using existing mechanisms, as well as the default DS URL. Say that all Boost adds in the packaging of copying the DS driver, (from Maven dependency), into the server install dir, and doing any extra config to configure the driver.

That's somewhat vague, so we need to just start by investigating.
