Allow Snaps to get the user's fiat preference similar to getting the locale preference

Multichain Snaps may want to display balances in the user's preferred fiat currency (like USD, EUR, YEN, etc). Similar to how we expose a permission and method to get the user's locale setting, we should expose a permission and method to get the user's fiat preference setting.
