Document necessary refactor steps for Composer.

Any new code that gets written for Composer should not include AngularJS syntax and dependencies, and existing AngularJS dependencies should be eliminated to the degree possible. The most straightforward and trivial opportunities to remove Angular from the project should be documented to inform planning for the "Phase II" epic.

Any additional opportunities to improve the maintainability of the project should also be documented.
