Update H4 in CSS to be left justified and aligned with body text. #2

Expected Behavior

Use of H4 should be for headers of subsections like the following should be aligned to the same indent of the body text below it.

Actual Behavior

Currently H4 is left justified to the divider it is in rather than fixed to the same indent as the body text.

Environment: Affects both prod and staging.
