How to install azure-armrest on docker container?

@Fryguy @agrare How can I install azure-armrest on the docker container? If I try the following then I get errors. if I get past the error there are more requirements including development tools. Is azure armrest already included or any easy way to install it?

gem install -V azure-armrest -v 0.15.0

mkmf.rb can't find header files for ruby at /usr/share/include/ruby.h

You might have to install separate package for the ruby development
environment, ruby-dev or ruby-devel for example.
ERROR:  Error installing azure-armrest:
        ERROR: Failed to build gem native extension.
