Plugin Status / turn on/off from the deck

I've been having some errors with the Spotify plugin, which (currently) only require me to turn it back on to get it back on track...

I wish I could control enabling/disabling a plugin from the deck.

Describe alternatives you've considered
Make/expose/tie the running status of a plugin with a user-accessible variable. For example, we can already create manually a "spotify_plugin_state" variable, and create a "State button" that watches that variable, and with an "On press" action of toggling that variable.
When errors disable a plugin, that variable would be toggled off. If we pressed that button, it'd change the variable to on, restarting the plugin.
