scarfComplex would sometimes give slightly larger complexes than it was supposed to. This has been fixed and a test added to check.

Sorry for the late pull request, CellularResolutions had a bug in scarfComplex. It would sometimes give slightly larger complexes than it was supposed to. This has been fixed and a test added to check.
While I was there, I fixed a typo in a comment
