EquipmentLevel for PhysicalAssetType is defined as HierarchyScopeType #88

The Type of the EquipmentLevel in PhysicalAssetType and OpPhysicalAssetRequirementType is set to HierarchyScopeType, but it should be EquipmentLevelType
