More intuitive TFC path lookup for creation or appending on texture import. #384

Is your feature request related to a problem? Please describe.
I'm always frustrated when im importing textures into a TFC that does not exist in the mod folder but exists in the game folder (because mod is installed). This TFC is found by LEX and used to store new textures, this behaviour is kinda annoying as one has to uninstall mod before trying to import new textures into a TFC.

Describe the solution you'd like
Preferably it should always lookup TFC files in PCC's workspace (If im editing pcc inside mod folder, I would expect the TFC to be created/appended inside the mod folder. If im editing pcc inside game directory, I would expect the TFC to be handled there).

Alternatively a settings checkbox which location to prefer.
Or a popup on import that says something like:
"Hey, there is TFC with this name already present in your game folder!
Would you like to append your textures there or create a new TFC inside your mod folder?"
<yes, insert into game><no, make new one in mod folder>

Describe alternatives you've considered
Tried Texture Studio, but the behaviour is even weirder as the textures are loaded from TFC inside game folder and visible in the UI, but cant be edited at all, replacing texture simply looks like it succeeded but does nothing.

Additional context
As far as im aware this started happening with one of the recent updates, but cant tell exactly when.
