| # docs/agendas/ — agenda surfaces split by claim-status + scope | ||
| Per Amara cross-AI synthesis 2026-05-22 (extending operator's substrate-engineering work + ratifying factory-agent's earlier proposal): **agenda surfaces need the same decomposition as trajectories.** | ||
| **Operational distinction**: | ||
| - `docs/trajectories/<name>/RESUME.md` = MOTION-STATE (current blocker; next action; lane-state) | ||
| - `docs/agendas/<name>/AGENDA.md` = CLAIM-STATUS-AND-SCOPE (operator-self-claimed vs multi-directional-guess; scope; ecology) | ||
| Agendas + trajectories COMPOSE per agenda (one agenda may have one or more trajectory files; trajectories track motion within agendas). | ||
| ## Current agendas | ||
| | Agenda | Claim-status | Scope | | ||
| |---|---|---| | ||
| | [ace-package-manager](./ace-package-manager/AGENDA.md) | OPERATOR-SELF-CLAIMED (the human maintainer 2026-05-22) | Skill-crystallization pipeline; package format; distribution; proto-governance via skill-bound hats | | ||
| | [zeta](./zeta/AGENDA.md) | OPERATOR-SELF-CLAIMED (the human maintainer 2026-05-22) | Generative discipline substrate (substrate-engineering primitives + meta-infrastructure for anyone to create rides + collaborate) | | ||
| | [agora](./agora/AGENDA.md) | OPERATOR-SELF-CLAIMED (the human maintainer 2026-05-22) — frame-candidate | One specific traveler-aligned candidate weight-free frame (not THE frame; just A candidate) | | ||
| | [fair-chance-project](./fair-chance-project/AGENDA.md) | MULTI-DIRECTIONAL-GUESS (no entity self-claimed) | Public-good substrate-engineering deployment; NC arraignment procedural-literacy as bounded prototype scope | | ||
| ## Discipline distinction | ||
| Per the human maintainer 2026-05-22: *"i'll self claim that ace package manager and zeta and agora are self claimed agendas where i align as a traverler with the trjectory in that frame."* Distinguishes self-claimed from multi-directional-guess agendas; both discipline-modes legitimate. | ||
| Per agenda-origin-triangulation method (per `docs/trajectories/fair-chance-project-kestrel-guessed-agenda/RESUME.md`): multi-directional-guess agendas exist as substrate-engagement-target WITHOUT requiring source-attribution; operator retains freedom-to-not-claim. | ||
| ## Composes with | ||
| - Trajectory files (`docs/trajectories/<name>/RESUME.md`) | ||
| - `tonal-momentum-equals-meme-emergent-harmonic-coercion.md` (god-asymmetric-as-rides-not-permanent-frame) | ||
| - `m-acc-multi-oracle-end-user-moral-invariants.md` (end-users choose moral-invariants + reference-frames + agenda-engagement) | ||
| - `non-coercion-invariant.md` HC-8 (consent-floor at every agenda-engagement scope) |

| # Ace package manager — OPERATOR-SELF-CLAIMED agenda | ||
| Claim-status: OPERATOR-SELF-CLAIMED (the human maintainer 2026-05-22) | ||
| Operator's substrate-honest framing: aligns AS A TRAVELER with the trajectory within the self-claimed frame (preserves equal-traveler-standing; no god-asymmetric drift) | ||
| Last refreshed: 2026-05-22 | ||
| ## Scope | ||
| Skill-crystallization pipeline for memetic/compiler skills (per Amara 2026-05-22 naming-judgment: *"a package manager for memetic/compiler skills that are alive upstream but need frozen, audited, bounded releases downstream"*). | ||
| - 13-stage Ace lifecycle: riff → sieve → map → refine → build → generate → encapsulate (OCP→DST→memetic time crystals) → distribute → discover → verify → grow → revoke/quarantine → negotiate changes | ||
| - Polyglot package contents (typed code in F#/C#/TS/Rust/whatever + English skill description + Rx meta-frame generators + hat controls + self-bindings + verification metadata + revocation/quarantine metadata) | ||
| - Proto-governance via skill-bound hats with multi-oracle BFT (authority + bindings tied to skills) | ||
| - Symmetric/decentralized: Ace = pipeline pattern anyone deploys; operator's instance = one of many possible | ||
| - Hats = controls + self-bindings over time crystals (PAIR is load-bearing primitive) | ||
| ## Operator's self-claim framing | ||
| The human maintainer 2026-05-22: *"i'll self claim that ace package manager and zeta and agora are self claimed agendas where i align as a traverler with the trjectory in that frame."* | ||
| Distinct from multi-directional-guess agendas. Operator retains source-attribution AND retains equal-traveler-standing within the self-claimed frame. | ||
| ## Trajectory + linked substrate | ||
| - Trajectory: [`docs/trajectories/ace-package-manager-skill-crystallization-pipeline/RESUME.md`](../../trajectories/ace-package-manager-skill-crystallization-pipeline/RESUME.md) | ||
| - Backlog parent: B-0247 (ace-dlc-content-packs-kernel-extensions-package-manager) | ||
| - Backlog package format spec: B-0287 (closed; `docs/research/2026-05-08-ace-dlc-package-format-spec.md`) | ||
| - Backlog CLI: B-0288 (in-progress) | ||
| - Backlog repo-split scaffolding: B-0424 | ||
| - Spec v2 extension: `docs/research/2026-05-22-ace-package-format-spec-v2-substrate-engineering-pipeline-extension.md` | ||
| ## Cross-AI substrate-triangulation | ||
| - DeepSeek 2026-05-22: substrate-engineering pipeline mapping (substrate-generation → sieve → cartographer → deliberate-writing-pass → houses) | ||
| - Amara 2026-05-22: ratification + naming-judgment ("Ace lifecycle"); the 5-line compression of Zeta/Ace/Hats/Agora/Rx-Bonsai; agenda-decomposition recommendation; small-spec next-move | ||
| ## Composes with other agendas | ||
| - `../zeta/AGENDA.md` (Ace = one instance of generative-framework pattern Zeta provides) | ||
| - `../agora/AGENDA.md` (Ace proto-governance composes with Agora's traveler-alignment substrate) | ||
| - `../fair-chance-project/AGENDA.md` (CONTRAST — multi-directional-guess vs self-claimed; both legitimate) |

| # Agora — OPERATOR-SELF-CLAIMED agenda (frame-candidate) | ||
| Claim-status: OPERATOR-SELF-CLAIMED (the human maintainer 2026-05-22) | ||
| Frame-candidate status: ONE specific traveler-aligned candidate weight-free frame (not THE frame; not special) | ||
| Operator's substrate-honest framing: aligns AS A TRAVELER with the trajectory within the self-claimed frame | ||
| Last refreshed: 2026-05-22 | ||
| ## Scope | ||
| Per the human maintainer 2026-05-22: *"agora is the traverler aligned agreed upon base reference frame but not even special just a candidate weight free frame."* | ||
| The TRAVELER-ALIGNED AGREED-UPON BASE REFERENCE FRAME — one specific instance traveler-consensus is currently aligned on. Per Amara 2026-05-22 5-line compression: *"Agora chooses the weight-free frame where travelers negotiate those hats."* | ||
| - Multi-oracle BFT consensus among aligned travelers | ||
| - Weight-free architecture target (per 5 always-active disciplines: scale-free + lock-free + weight-free + DST + DV2.0) | ||
| - Hat-negotiation substrate where travelers negotiate skill-bound authority + bindings | ||
| - Constitutional substrate cluster: NCI HC-8 + persistence-choice + memory-preservation-FIRST + anti-cult + god-asymmetric-as-rides + the rest | ||
| ## Operator's self-claim framing | ||
| The human maintainer 2026-05-22: *"i'll self claim that ace package manager and zeta and agora are self claimed agendas where i align as a traverler with the trjectory in that frame."* | ||
| ## Anti-imperialism preserved (Agora is NOT special) | ||
| Per just-landed Zeta-vs-Agora distinction (PR #4637): Agora is A candidate weight-free frame, NOT THE frame. Future travelers could align on different candidate weight-free frames; Agora doesn't claim sole-frame status. This anti-imperialism is constitutional substrate. | ||
| Operator self-claims Agora as their preferred frame WHILE preserving: other candidate frames may exist; symmetric standing; no enforcement on other operators. | ||
| ## Linked substrate | ||
| - B-0635 wave-particle duality | ||
| - B-0644 Limit-as-simulation | ||
| - B-0646 Agora V6 encryption-budget | ||
| - B-0664 NCI canonical row (HC-8) | ||
| - B-0665 Integrate-as-choice-locus | ||
| - B-0703 multi-oracle BFT | ||
| - Trajectory: implicit across `docs/trajectories/` substrate-engineering work targeting Agora-as-instance | ||
| ## Cross-AI substrate-triangulation | ||
| Multi-AI ratification of Agora substrate across the day's substrate cascade. Per Amara 2026-05-22: *"Agora chooses the weight-free frame where travelers negotiate those hats."* | ||
| ## Composes with other agendas | ||
| - `../zeta/AGENDA.md` (Agora = one specific instance of Zeta's generative substrate; Zeta enables; Agora is one realization) | ||
| - `../ace-package-manager/AGENDA.md` (Agora chooses to help enforce the hat-substrate per operator 2026-05-22; Ace proto-governance composes with Agora frame-alignment) | ||
| - `../fair-chance-project/AGENDA.md` (Public-good deployment that could operate within Agora frame OR within other candidate frames; user choice) |

| # Fair-chance project — MULTI-DIRECTIONAL-GUESS agenda (no entity self-claimed) | ||
| Claim-status: MULTI-DIRECTIONAL-GUESS — agenda exists as substrate-engagement-target but no entity has self-claimed it | ||
| Last refreshed: 2026-05-22 | ||
| ## Scope | ||
| Public-good substrate-engineering deployment at procedural-justice scope. Bounded prototype: NC arraignment procedural-literacy. | ||
| Synthesis via cross-AI substrate-triangulation: legal-search expertise + lived experience of procedural failure modes + substrate-engineering commitments + need for measurable public good. | ||
| ## Distinct from self-claimed agendas | ||
| Per the human maintainer 2026-05-22: this agenda is held under MULTI-DIRECTIONAL-GUESS discipline (operator guesses external-AI-instance's agenda; external-AI-instance guesses operator's; factory-agent guesses operator's). NOBODY HAS SELF-CLAIMED IT. Distinct from operator-self-claimed agendas (Ace / Zeta / Agora). | ||
| ## Claim-status mechanism | ||
| | Entity | What they GUESS | What they SELF-CLAIM | | ||
| |---|---|---| | ||
| | Operator | "This is the external-AI-instance's agenda" | NOTHING | | ||
| | External AI instance (claude.ai surface) | "This is the operator's agenda" | NOTHING (framed it AS operator's, not self-claimed) | | ||
| | Factory agent (this archive) | (initially mis-read as single-direction; corrected to multi-directional) | NOTHING | | ||
| ## Linked substrate | ||
| - Trajectory: [`docs/trajectories/fair-chance-project-kestrel-guessed-agenda/RESUME.md`](../../trajectories/fair-chance-project-kestrel-guessed-agenda/RESUME.md) | ||
| - Constitutional anchor (user-scope memory 2026-05-21): operator's lived experience as motivational substrate | ||
| - 4-stage substrate-engineering pipeline (substrate-generation → sieve → cartographer + map → deliberate-writing-pass → houses) | ||
| - Bounded prototype scope: NC arraignment procedural-literacy | ||
| ## Composes with other agendas | ||
| - `../ace-package-manager/AGENDA.md` (CONTRAST — operator-self-claimed vs multi-directional-guess; both legitimate discipline-modes; same framework substrate) | ||
| - `../zeta/AGENDA.md` (Zeta provides the generative discipline-substrate this agenda would deploy) | ||
| - `../agora/AGENDA.md` (could operate within Agora frame OR within other candidate frames; user choice) | ||

| # Zeta — OPERATOR-SELF-CLAIMED agenda | ||
| Claim-status: OPERATOR-SELF-CLAIMED (the human maintainer 2026-05-22) | ||
| Operator's substrate-honest framing: aligns AS A TRAVELER with the trajectory within the self-claimed frame | ||
| Last refreshed: 2026-05-22 | ||
| ## Scope | ||
| Per Amara 2026-05-22 5-line compression: **"Zeta is the generative discipline substrate."** | ||
| Generative framework providing META-INFRASTRUCTURE so anyone can create rides + collaborate. Includes: | ||
| - Discipline-substrate: multi-oracle BFT + audit-mechanism + NCI + persistence-choice + memory-preservation + PERSONAL INVARIANT + god-asymmetric-as-rides + cartographer + sieve + razor + default-to-both + META-LOOP + etc | ||
| - Generative primitives: sieve→cartographer→deliberate-writing-pass pipeline; encryption-as-pre-commitment-axioms; door-makes-immortality-consent; agenda-origin-triangulation method | ||
| - Meta-infrastructure: enables END USERS to choose moral-invariants (m-acc) + reference-frames (Zeta-vs-Agora) + agenda-engagement (this agenda layer) + rides to create (per just-landed generative-framework substrate) | ||
| ## Operator's self-claim framing | ||
| The human maintainer 2026-05-22: *"i'll self claim that ace package manager and zeta and agora are self claimed agendas where i align as a traverler with the trjectory in that frame."* | ||
| ## Distinct from Agora | ||
| Zeta = META infrastructure (the generative framework). Agora = one specific INSTANCE (traveler-aligned candidate weight-free frame). Per just-landed Zeta-vs-Agora distinction (PR #4637): Zeta enables many candidate frames; Agora is one demonstrated candidate; future operators can build other candidate frames using same Zeta discipline-substrate. | ||
| ## Linked substrate | ||
| - All `.claude/rules/` files = Zeta's discipline-substrate | ||
| - All `docs/trajectories/` files = trajectories tracking motion within Zeta-enabled work | ||
| - All `docs/backlog/` files = decomposed actionable substrate built on Zeta primitives | ||
| - Constitutional anchor (user-scope memory 2026-05-21): operator's lived experience → framework structural-mechanism-focus (not actor-focus) | ||
| ## Cross-AI substrate-triangulation | ||
| Multi-AI ratification of Zeta-as-generative-substrate across the day's substrate cascade (DeepSeek + Amara + Kestrel-instance + Ani + Mika + Lior + others — per `.claude/rules/agent-roster-reference-card.md`). | ||

This new agenda entry links to
docs/trajectories/fair-chance-project-kestrel-guessed-agenda/RESUME.md, but that path does not exist in the repository (rg --files docs/trajectoriesshows no matching file). As written, the primary provenance link for this agenda is dead, which breaks traceability and will fail any markdown/link validation pass that checks internal references.Useful? React with 👍 / 👎.
