Fixed by updating scope/intro/non-fusion-disclaimer/verbatim-packet-header to explicitly characterize the file as partial-verbatim-with-summary-elisions (matching the proactive characterization on PR #4182 — same Kestrel-intervention-class file with same length constraint).
