Rename alignment-clause-drift-detector slice to B-0531 (next free ID).
Fix MD022/MD032: add blank lines around headings and before list.
Update B-0058 cross-reference to point at B-0531.
Regenerate BACKLOG.md index.

Closing as substrate-superseded (8 days stale, DIRTY):

2 of 3 files byte-identical or convergent on main:

  • docs/BACKLOG.md
  • docs/backlog/P1/B-0058-ai-ethics-and-safety-research-track.md

3rd file's intent landed via subdecimal scheme on main:

  • This PR: docs/backlog/P1/B-0531-alignment-clause-drift-detector.md (new top-level row)
  • On main: docs/backlog/P1/B-0058.4-alignment-clause-drift-detector.md (subdecimal under parent B-0058 per .claude/rules/otto-channels-reference-card.md subdecimal-vs-top-level scheme)

Note title says "B-0366" but file was B-0531; B-0366 is now occupied by FPGA-Toffoli unrelated work, so re-landing would also need ID re-allocation.
