Is your feature request related to a problem? If so, please describe.
When a region is in LC you are not able to interact with entities such as item-frames, even while you are not in LC, this is bad for two reasons.

If a region is on LC and you [a player not in LC] placed an item in an item-frame you cannot get your item back! Or your armor from an armor-stand!

Describe the solution you'd like
Make it so people who are not in LC are able to interact with entities
