normalize "sub const" to "add other_const" when possible #33

Since it's all wrapping, subtracting a const is the same output value as adding a different const.

If the exact flags of the operation don't matter, we can normalize one into the other.

This probably allows other optimizations to trigger without them having to each carry logic for handling both add and sub situations.
