Improve method by which the bot determines how to answer questions about JBrowse vs. config file

Presently, the system prompt is what is used to determine how questions about JBrowse conceptually vs. the user's config file are answered. This is explained to the system step-by-step to achieve the current result.

We could possibly improve this methodology by adding better task delegation between machines with their own private directives, though this was found to be difficult to implement with chat history (i.e. maintaining a fluid chat history between two different machines with different data stores).
