[Bug] CounterAttack Skill does not apply damage

Bug Description:
New World using 2.4.8, no modules.
When using the counter attack skill, trying to apply damage to target/selected does not works.

Steps to Reproduce:

1. Use the counterattack skill
2. Target/Select a token
3. Apply to Selected/Target

Expected behavior:
When clicking on Apply to Target/Selected, the target should lose HP
