I believe if you clone the repo locally and include Bliss yourself it should run completely locally!
At least the base version, individual plugins may have different needs.
I don't have the cycles right now, but I'd love for someone to document all this (and work on fallbacks so that everything can work locally).

Cool. I'm putting a slide deck together now and since I don't want to leave it to chance I'll make this change and document anything I find.
