🔨 Implement Default Actions/Verify correct behavior for Norg Tenshodo vendors

Describe the feature

It appears that Norg Tenshodo vendors are currently requiring a Tenshodo Membership Card to present stock, but no action occurs when this condition is not met.

1. Verify that this behavior is correct
2. Add default action for message when this condition isn't met, or remove condition if this is proven incorrect
