Questions on available content

Hi, I am new to using private server and have run into issues with accessing some content. I was unable to find a discord and hope this is where I can ask questions.
From what I understand it should be available and I have been following the guides online. I see on "what works" that 2F mog house was implemented. I did complete the 3 mog exit flower quests and can not figure out how to get to the 2nd floor. The moogle has never talked to me about it, and the exit "Change Floor" is greyed out. Is it there? Is there more to accessing it?
The other issue I have found is with the NPC Sagheera, the NPC used for AF/Relic upgrades. I am currently on COP 4-2, guides online say access comes with 4-1. She will not do anything or sell anything. Is there something else I need to do? Is it implemented?

Edit:
Issue 1: The mog quest for Windurst did not complete correctly and I used GM commands to force its completion. Looks like it screwed up the internal flag for the 2F Moghouse. Flag was changed in the database and access was granted.

Issue 2: Looks like Sagheera now is triggered by COP 8-1 and not 4-1 like before.

Hope this helps others if they run into these issues.
