Is your feature request related to a problem? Please describe
It is possible for HTML output to generate documentation for multi-module Gradle projects. However, this is apparently impossible for Javadoc output

Describe the solution you'd like
The same as other outputs: a dokkaJavadocMultiModule task.

@sellophane There is such thing as an "all modules" page in javadoc, right? Maybe this is one area where we could even be better than the original javadoc implementation? 🤔
