Come up with a less manual-driven way of creating releases #9

The current release process involves manually copying files, inserting text, updating a version string, then copying the version string and the inserted text into forms on Github. It feels like there's a way to automate at least some of this.

Is this similar to #8, or is this more in reference to pushing the resulting package from a release to PYPI?
