Due to the breaking changes in Laravel 11 discussed in #2647, all of the existing migrations need to be squashed. This means that users will be unable to directly update from 3.x without first updating to 4.0. As such, this change should be made as part of the 4.1 release cycle, with none of the 4.1 migrations being squashed.
