Follow-up from #8016

From here #8016 (comment) when we started re-working GPU-AV (which fixed bugs and added edge cases not being check before) around the 1.3.268 SDK timeframe, we introduced a very drastic runtime perf regression

We have already narrowed it down to the shader instrumentation causing the runtime to just drop

We are going to need to find a way to regain some performance otherwise GPU-AV is not practical to use

#8273 has shown to give good perf gains for Buffer Device Address checks, not the full solution, but wanted to tag PR for progress here
