Change 參 decomposition to IDS ⿱𠫯彡 #258

IDS decomposes 參 ⿱𠫯彡 with a further decomposition ⿱厽人. KanjiVG decomposes this by grouping the top six and the bottom five strokes. Change to the IDS format. This also affects kanji/09c3a.svg and possibly others.

This work is now complete, but I'll wait until we have decided what to do with the 彡 element before sending a pull request, since the two things overlap & doing this process after the 彡 commit is merged will save a messy merge. The following files are all changed:
