Add port to Vcpkg

Hi @Toxe ,

Sorry for the late update (I was very busy in the previous weeks). Just wanted to let you know that I am working on this task right know and just sent a PR to add a port to one of the osmanip deps (arsenalgear) and then, once it will be accepted, i will add the one related to osmanip itself. I will update you when all the procedure will be completed.

Just want to let you know that osmanip is finally available on vcpkg since my PR has been merged into master.

You can now install it with:

vcpkg install osmanip
