[ImageMagick] rebuild v6.9.10 #6196

adding JPEG2000 and Ghostscript support

Should address JuliaIO/ImageMagick.jl#158, I tested locally that this doesn't break ImageMagick.jl as in JuliaIO/ImageMagick.jl#206.

Thanks for this. It resolves JuliaIO/ImageMagick.jl#158 for me, but I had to explicitly

pkg> add ImageMagick_jll#ImageMagick-v6.9.10+4

ImageMagick.jl seems to prefer ImageMagick-v6.9.10-12+3. Does this have to do with the tagging?

Yes, there was an error with tagging this jll because changing Julia compat is not allowed within the same patch version. Once Yggdrasil CI is finished, the new version should be available as 6.9.11, I already created JuliaIO/ImageMagick.jl#215 bumping the version in ImageMagick.jl

@simeonschaub does JuliaIO/ImageMagick.jl#206 (comment) mean that if we revert ImageMagick/ImageMagick6@a1a71cb we can build 6.9.12 again?

I tried that, but unfortunately this doesn't fix the TIFF loading issue. I wasn't yet able to bisect the cause for that
