Updates to utf8proc 2.2.0, which bumps us from Unicode 9 to Unicode 11.

Since this affects Julia parsing (i.e. what counts as an identifier), should probably go in sooner rather than later.

Closes #28263.

say >=2.2 or is >=2.1 intentional?
