PT: Route type does not match the type of the road it passes on

The check for : "PT: Route type does not match the type of the road it passes on" should be disabled if the ways in the relation has Overhead Trolley Wires=No, for Trolleybus lines with hybrid Trolleybuses (either with thermal engines or battery powered electric buses) which is routed over road segments without Trolley wires. The same way it is done in: OSM Inspector / public trans check
