Update to Minecraft 1.21.

Large amount of codes are rewritten in a mod compatible way, so expect better mod compatibility (and more crash on early builds).

Only NeoForge and Fabric builds are available this time, due to the build tool architectury loom that Arclight used does not support Forge 1.21 yet. This does not mean Forge support is dropped in 1.21.
