Assist mainnet node release with initial Conway capabilities

• Investigate how to enact hardforks in the Voltaire phase #60
• Add hardfork logic support for Voltaire #61
• Ensure the era translations are properly tested (ideally in the Ledger, at least in Consensus).
• Test the tick;translate;tick fix (prompted by Conway) implemented in Minimal workaround for updating protocol params on Babbage→Conway #366.
• Test an intra-era hard-fork in Conway.
