Plots are not hidden correctly #41

Describe the bug

The plugin does not hide the plot correctly, some blocks are hidden, many are not. Furthermore, the road and plots nearby are also kinda "hidden". Using FAWE 1.17-201 (latest ci build), ProtocolLib 4.7.0 and PlotSquared 6.0.10-SNAPSHOT (latest v6 build) (Builded by myself for trying to fix that problem)

To Reproduce

1. set hide flag
2. take a look at the plot after chunk refreshing

Expected behaviour

It should just hide the complete plot and not the road or nearby plots.

Corrected issue #41. I saw that someone wrote that this is probably a duplicate of #34. I'm creating the issue here anyway just to be on the safe side since I'm not so sure since the other issue doesn't have any images on it.

Late answer, sorry!
Problem could be fixed in a future version. We completely ignored a huge chunk format change in our update process (since 1.16 update).
