Explore if SciPy PRNG seeding should be included in LASER PRNG seeding code

I am unclear as to the relationship between SciPy PRNGs and NumPy PRNGs. If users will regularly be incorporating SciPy, specifically SciPy random draw functions, we might consider adding reproducible seeding of SciPy to the LASER PRNG seeding code.
