It is impossible to scroll down in the buildings window with Frozen Cookies enabled. The window will be locked in whatever position it was last in when Frozen Cookies is enabled.

It works just fine for me. What browser are you using? I'm using Chrome.

I confirm this bug on Chrome 49. Assuming he means the middle pane.
