Investigate enabling "level 1 trusted" users to remove spam content immediately and "level 2 trusted" users to remove spam and ban users

By allowing users to remove spam, we need a mechanism which allows us to check the accounts for multiples postings (likely the user is only remove one item of spam).

For "level 1", base on reputation score, and only allow deletion of individual posts.

For "level 2", manually approved. Add a "delete and ban" option? Add confirmation dialogue, which may also ask to check user history before banning
