Links containing " & " ampersand are being stripped out

So this is OK — question mark:

<a href="http://stadium.open.ac.uk/stadia/preview.php?whichevent=2847">Stadium</a>

But this gets stripped — question mark and ampersand:

<a href="http://stadium.open.ac.uk/stadia/preview.php?whichevent=2847&s=31">Stadium</a>

Is it Akismet?

Is new filtering going on? Have we updated TinyMCE and not updated the configuration?
