The Makefiles have evolved over the year and require a new look to reduce the number of make files, remove duplication and restructure the remaining files based on our current experience

Same goes for the Dockerfile and other artifacts used by CI/CD

Reproduction script

Remove inconsistency in some of the targets, actions, base images, etc.
