We have requirement so support rotation policy

I am looking into expanding the terraform policies, and I encountered the following policy that ibm-terraform does not support:
for key protect service, regulations require that key-rotation-policy should be set.
Currently it is not supported in ibm-terraform, and users set it up using ibmcloud embedded commands (see example)

Released in latest release from
IBM Cloud Terraform Provider v1.16.0 and above
