Are you sure the Security measure is not already implemented?

Please explain your new Security measure suggestion

Could you add a whitelist firewall with an option to exempt vital services, like Windows Update, plus user programs with Harden Windows Security module or AppControl Manager?

Yes. Added this as a sub-issue to the main roadmap item. It will be done using App Control technology.

Can you let the user control whether to allow/block IPv4 or IPv6 entirely? For example allow IPv4, block IPv6 and vice versa.
Same question with inbound and outbound connections. For example block inbound, allow outbound, or block both

For Inbound/Outbound you can do it via the Firewall management

IP blocking based on version can be done too for each network adapter in the properties section.

Of course I can include them in the Harden Windows Security module too ^^
