Clicking on User and Add New User show session expired on couchdb 2.0 #1580

Expected behavior:
Clicking on Users and Add New User should work properly.

Actual behavior:
When I click on Users and Add New User tab, a modal show Your session has expired. Please login to continue.

Steps to reproduce:
Login using hradmin username and password.
Clicking Users and Add New User under Administration tab.

OS and Browser:
Ubuntu 16.04
Chromium 73
Couchdb 2.3.0
Node.js 8.15.0

I don't know if this happens in Couchdb 1.6 or not, but I will take a look to see if I can fix this. Probably relates to #953
