For example, there is a new version of Airmail beta. If user invokes command
brew cask install airmail-beta --force
cask will reinstall airmail-beta from existing archive and will not download new file, because the link is the same

Yes, exactly; it's a known bug.

We'd love to see a PR, though I'm sure one of the maintainers will get to it in time. The official issue is #6087, so I'm closing this as a duplicate, though you are welcome to comment there.

We have only very recently enforced that version :latest is a special symbol (#7504) which was considered to be a prerequisite for distinguishing which downloads are unversioned. The next step is to expire those differently than versioned downloads.
