[Bug] Quick Comment on Torrent can be spammed

Describe the bug
The quick comment feature is not restricted by time or amount, thus can be clicked as often as someone wants.

To Reproduce
Steps to reproduce the behavior:

1. Go to a Torrent
2. Click on 'Quick Comment' repeadetly
3. Scroll down to the comments
4. See the amount of comments generated by it.

Expected behavior
The user should only be able to quick-comment one time.
